Donald Trump is arguably the most racist President since Andrew Johnson in the 1860s. He has a very long history of racist statements and behavior, dating back to when he was a young man.
Given he's wilting in the polls, it's no surprise he's dialing up the overt racism. Some of that is detailed in the linked article.
It almost seems like Trump has given up on most demographics but is counting on every last racist in America showing up to vote for him.
