The Lowest Road
Not long after the story broke this week about Donald Trump leaning on the President of Ukraine to dig up political dirt on his possible 2020 election opponent in exchange for foreign aid, stories that he'd done something similar in China began to emerge (details here).
While most campaigns do at least some opposition research, they don't weaponize it by wrapping it in fabricated claims, as Trump is fond of doing. Indeed, as Axios reported this week, Trump is trying to use the same sorts of dirty tricks against Joe Biden that he used against Hillary Clinton in 2016 (link here).
It's amazing how, rather than run on issues against an opponent, Trump primarily focuses his effort on dirty tactics and weaponized lies. It's like he's pathologically unable to take the decent road.

Unhinged
True to form, Donald Trump has been in a public meltdown since the whistleblower report was released to the public on Thursday morning. He's been fuming on Twitter and in public appearances.
He's been accusing the whistleblower of fabricating what he/she wrote, that he/she's a spy, that he/she's a traitor. He claims to know all these things about the whistleblower but does not know his or her identity.

The Worst Day
Few would disagree that this has been the worst week for Donald Trump's presidency. And yesterday was the worst day of all for the President.
That's because the House Intelligence Committee released a lightly redacted copy of the intelligence community whistleblower report against Trump and it's absolutely devastating for him (details here). The report itself — including annotated versions — is widely available online (link here).
Not surprisingly, the media coverage has been exhaustive. Of all the pieces I've read in the last twenty-four hours, I think these two give the clearest picture of why the report is so damning: "The five most serious charges in the whistleblower's complaint" at The Hill (link here) and "5 key takeaways and allegations from the Trump whistleblower complaint" at the Washington Post (link here).
It now seems all but a certainty that the House of Representatives will impeach Trump. What remains unknown, however, is whether GOP support will peel away from him once the trial is underway in the Senate, given a third of them are up for reelection next year.

It quickly revealed both that Trump was lying repeatedly in the last several days about what was said during the conversation and that the primary focus of the call was not on strengthening relations between the two countries but instead on what Ukraine could do to help Trump personally.
Trump talked at length about Joe Biden, who may be his 2020 election revival, interspersed with a great deal of self-puffery. He never once mentioned the issue of gravest concern to Ukraine, which is its oppressive neighbor Russia. Not one peep.
The consensus quickly emerged that the release served to make a stronger case for impeaching Trump (details here and here).
Late in the afternoon, the Trump White House released the whistleblower's report to the House and Senate intelligence committees. This remains classified and can only be seen by members of those two committees and their staff at this date.
Once again, the release was devastating to Trump. Per one Republican who has now read the report, it is really bad for Trump (details here). The report "paints a clear path to impeachment" with sufficient information so Democrats can make appropriate document requests and subpoena witnesses in a focused effort.
Trump almost certainly thought release of these two documents would dampen impeachment fervor. The opposite result happened, and now a majority of House members back impeachment. Stay tuned.

Yesterday was memorable with so much happening in Washington, but by the end of the day, the biggest news of all was when Speaker Nancy Pelosi announced that the House of Representatives would begin a formal impeachment inquiry against Donald Trump (details here and here).
This was a major shift in the Speaker's and senior leadership's stance, triggered by the explosive revelations that Trump compromised national security in order to extort a foreign nation to smear his political rival.
For his part, Trump claims the White House will release the full, unredacted transcript of his phone call with the Ukrainian president. It is worth nothing, however, that the Trump White House has doctored official transcripts multiple times in the past (details here) so their veracity is immediately suspect.
And as Reuters noted, the "transcript" will likely not be verbatim because it will be cobbled together from various people's notes and will be a long way from a word-for-word record of the actual call (details here). The article notes: "not only would any so-called transcript be based on notes, but it would also likely be incomplete because the note-takers usually do not include issues that could be controversial if they became public." Unlike all other previous Presidents, Trump has no official stenographer so he can alter "official" transcripts at will (details here).
As a result, lawmakers on Capitol Hill from both parties and both houses want to see the full, unredacted whistleblower report that triggered this latest scandal, something the White House is not willing to release as of this writing. Hypocrisy in One Easy Lesson

Tapper: "If, for instance, President Obama had pressured a foreign leader, Putin or the president of Ukraine, anyone, and said, I want you to look into Donald Trump Jr. or I want you to look into Eric Trump, international businessmen, both of them, would you not find that inappropriate?"
Treasury secretary: "I’m not going to speculate on that. What I do find inappropriate is the fact that Vice President Biden at the time’s son did very significant business dealings in Ukraine. I, for one, find that to be concerning. And, to me, that is the issue perhaps that should be further investigated."
Tapper: "I don’t understand. So it is OK for Donald Trump Jr. and Eric Trump Jr. to do business all over the world, it’s OK for Ivanka Trump to have copyrights approved all over the world while President Trump is president, but while Vice President Joe Biden was vice president, his son shouldn’t have been able to do business dealings?"
Treasury secretary: "Again, I don’t — I don’t really want to go into more of these details, other than to say. . ."
Tapper: "Well, you’re just setting a precedent that the president is violating."
Boom. Trump's children have hundreds of business deals overseas but Biden's son isn't even allowed one. And Trump's children are off limits to criticism while anything goes with Biden's son.

Continuing Developments
The widening Ukraine scandal continued to swirl through Washington over the weekend. Two cabinet secretaries and eventually Donald Trump himself admitted a transcript exists. Trump also admitted he discussed Joe Biden on the call with the Ukrainian president.
Trump says he might release the transcript, but I wouldn't hold my breath waiting for that. He also promised to release his taxes and that never happened.
The mere fact that the transcripts haven't already been released strongly suggests they're a serious problem for Trump. This also nicely parallels Watergate, which began to boil over when Richard Nixon refused to release transcripts of the recorded Oval Office meetings.
The Washington Post published two excellent pieces over the weekend that hopefully are being widely read on Capitol Hill. The first is not long (link here) and an excellent piece about how doing nothing only emboldens Trump to continue to violate the law. Failure to act makes him think he's invincible.
The second is a well reasoned column (link here) about how the Ukraine scandal is a perfect stand-alone issue to impeach Trump. Forget about complex investigations into various alleged crimes, the Mueller Report, and whatever.
The author, Jennifer Rubin, makes a convincing point that impeaching Trump just on the Ukraine scandal puts Republicans in a very bad place. If they don't vote to impeach and remove, they're on record for approving illegal, anything-to-get-elected tactics. This could be a particularly damning vote for them only months from the 2020 election.
There seems to be a growing sense that Trump has finally gotten snared in a scandal that he can't quickly shake. He has finally walked himself into a potentially fatal trap.

Before his visit, he was briefed on security features in the new fence by the chief of the US Army Corps of Engineers but asked not to mention certain items in public (details here).
Once at the border, however, Trump was quick to tell reporters that the fence is "wired so that we will know if somebody is trying to break through." He then turned to the Corps of Engineers chief and asked him to explain.
He responded quietly: "Sir, there could be some merit in not discussing it." He then said nothing more, understanding the importance of secrecy.
That, of course, would not do for Trump. He then proceeded to tell reporters about other security features, the very ones he had been asked not to reveal, including that fence censors were linked to drones.
This is not the first time Trump has blabbed out an important secret where he shouldn't have. And it's not the second nor the third nor the fourth nor the fifth.

The whistleblower story exploded yesterday with the revelation from multiple media outlets, each with their own sources, that Donald Trump repeatedly pressed the new president of Ukraine to investigate Joe Biden's son in exchange for more than a hundred fifty million dollars in military aid (details here and here).
According to several media reports, each with their independent sources, Trump asked the new president at least eight different times to revive an investigation that had been shelved as meritless.
Trump is known to believe that Biden will likely be the Democratic nominee who faces him in the 2020 general election. He obviously wants to use the former Vice President's son as a cudgel against him.
If Washington were working properly, at a minimum a special counsel would be appointed to investigate this matter. The administration could initiate this process, but don't hold your breath waiting for that to happen. As well, on its own Congress can vote to appoint a special counsel, but the Republican-controlled Senate would not likely move on this.
Arguably this is Trump's most serious transgression to date. He's using the power of the presidency by threatening to withhold foreign military aide unless another country assists in smearing a political opponent. Were Ukraine to be threatened by another nation, that could have direct consequences for the United States. And a whistleblower who brought this to the proper people to investigate is illegally being blocked from testifying before Congress, just as his report is being illegally withheld from Congress.
The Democratic-controlled House will likely be all over this and soon -- they already have been in trying to get the whistleblower report which they should have been given by law. The Senate, however, will likely do nothing.
