This has resulted because Trump loyalists have come to dominate many state party machines, wresting control from more traditional Republican factions that strongly opposed him. They're spearheading these efforts to prevent Trump from being embarrassed by the two candidates seeking to remove Trump from the head of the ticket.
So while it's not the first time a state party has cancelled a primary or caucus when an White House incumbent is up for reelection, it is the first time this has been done to protect an incumbent, in this case Trump, from facing down any challengers.
That way, in the four affected states, no one can go to the podium, announce he's running, and then disparage Trump as the cameras are rolling. You know such a thing would garner buckets of press coverage.
While it's all but a certainty Trump will be nominated once again by Republicans in 2020, it shows you how fragile his ego is and, by extension, the same for his supporters. They cannot tolerate any criticism for The Chosen One.
