During the dogging craze in the UK, car parks were one of the most popular sites for public hookups. If you got caught, you only ended up with a citation and a small fine. Unfortunately in the US, if you're caught, you could end up prosecuted for a felony and on the sex offender registry for the rest of your life. The trend died out in the UK not because of prosecution but simply because the fad had waned.
